I’m trying to download apps on the App Store and it won’t download. I click on the app to download and it loads with a circle like it’s going to pop to confirm purchase with my face id but then goes back to the get button Without ever downloading or asking me to confirm purchase. My billing info is correct and up to date and no errors pop up. I’ve tried restarting my phone but that didn’t help

To me it appears there are various server related issues. Try again later when they have cleared.
Don’t worry, you're not the only one. It seems there’s an outage affecting the App Store, but Apple hasn’t updated the status on the status page yet. Reports indicate that thousands of people are experiencing the issue. I expect Apple will update the status page soon.
Same here. Can't download new Apps, nor re-download previously purchased Apps.
This is now urgent and critical, as I have clients that need to download a new version of my App, and they can't. Not even Test Flight installs are working.
Can't download in iOS, iPadOS, nor macOS.
I suspect Apple is just as distressed about this issue as you are and they are working on it. After all, they are losing business too.
Perhaps the issue was just resolved, as of now all status on the status page is available.
