Can't download new apps or update existing ones

My app store recently stoped letting me download new apps, and will just give me the spinny circle after i press get instead of asking for my face id or password. I am also unable to update apps i already have, and when i look at them in the app store they say get as well, instead of update and also just give me the spinny circle if i press get.
