Can't save files from safari after macOS Sequoia 15.0 update

After the update, when saving files from Safari to the hard drive, the files are not saved. 
When I try to open it, I get an error that the file is damaged or has been moved from
the download location. But if you save it as a download, then everything is fine and
the file is visible. how to solve this problem?

I have an external hard disk connected. I have always saved files to it. But after the update it is not possible. after downloading a file to the hard disk, the file will not open. The system writes: “safari” can not show the file, because it was moved after downloading. And when I try to open it, it says: “safari” cannot resume downloading the file. Perhaps the file is not a valid download file. that's what it gives me.

But if I download to the “download” folder directly to my computer, the file is saved and opened.
