I am using quick start to transfer data from my old iphone 11 plus to my new iphone 14 plus

it downloaded the iOS 18 update. but taking forever to install it I a plugged into power source

and internet connection is strongl

do I have to install the iOS update BEFORE doing the quick start data transfer/

Only if your previous phone had the iOS 18 update installed already and you are trying to restore the new phone from a backup of the old one.

Otherwise, the update should not be necessary to complete the quick start transfer.
