You cannot. Your iPhone XS Max has only half as much RAM as the iPhones that can run Apple Intelligence, and its processor is much older than their processors.

You already have AI on your device to perform many tasks, that is exactly what Machine Learning is. Some of these features such as Object Detection are available on your device and not on earlier devices such as the iPhone X for the same reason you see now. Software has always outpaced Hardware ever since the first computer and that is going to continue to be the case well into the future.

Highly unlikely, Apple often only release new features for current/new iPhones - sometimes this is due to hardware factors though probably not always.
