So it's a hardware limit.
Apple Intelligence is only compatible with the iPhone 15 Pro and later due to hardware limitations. Your iPhone SE 2 doesn't have enough RAM to run it.
Also you aren't speaking to Apple here, we are merely a user to user forum. So how badly you want Apple Intelligence, it's not going to come on your iPhone.
Regarding iOS 19, you may or may not get it. That we cannot say for sure as we have no insights into Apple's plans.
