Apple Pay Update Issue

I have not been able to use my Apple Pay for the past month, it keeps saying to wait until Apple Pay update is complete? I'm not sure what that is. I tried updating my payment details but nothing changed. I then tried to remove the cards and add them back, but when attempting to add, it just buffers constantly but never adds the card.
