Apple Pay not paying

Why isn't my Apple Pay working? Before I upgraded I had no problems. If I was sending money in excess of what's in my Apple Cash it defaulted to another viable payment but it's not doing that now. There is a debit card in my wallet and I created and Apple Account Card thinking this was what I needed to do because of the upgrade.
