How are messages on iPhone shown to be "Read"
How would I be able to tell if a message sent to another phone from an iphone has been read or not
is there a setting on the iphone that needs turning on?

The recipient would have to turn on the option to send read receipts from their phone. You can't force the issue as the sender.
What's your point? You won't see an indicator that a a message was read unless the person you sent the message to has actively enabled read receipts.
