On the 22nd of every month, my account is charged 39,000VND though I didn't buy anything with this price. One month I just have Spotify, Netflix and Icloud. According to statistics from my banking, I was charged by apple.com/bill 39,000VND for a long time, which I didn't even notice. Hope you can refund my money for me or do anything to cancel charge in every month.

Cancelling a Pending Purchase:
These are just user-to-user forums. No one here has access to your account information (and that is a goo thing, BTW) You need to request a refund. This the link to use to request it: https://reportaproblem.apple.com. It's part of the Terms & Conditions --something you would have agreed to upon opening your Apple Account.
