My PC is no longer recognizing my iPhone after going to Windows 11

I connect my iPhone 15 to my PC for ethernet connection since my Wi-Fi is pretty slow. I used it on Windows 10 flawlessly, downloading 50+ GB steam games with no problem but I recently moved to Windows 11 and started having problems. Any time I try to download something from Steam or browser my connection dies after a minute or so. Windows still recognize the Apple Mobile Device Ethernet but it says no internet and the iTunes app doesn't recognize that my phone is connected. I tried resetting the Apple mobile device service but it changed nothing.

The computer recognizes the iPhone, I can find it in device manager under network adapters as apple mobile device ethernet, the iTunes app stops recognizing it after a minute or so downloading. I managed to find a workaround on Steam by limiting the download speed to 150Mbps but that's not an actual solution to the problem, just a band aid.

what previous settings? I never had to do any tempering with windows 10 for it to work, I just downloaded iTunes and it started working.

Limiting download speed doesn't fix the issue anymore.

Installing older iTunes version doesn't fix it either. Neither updating network drivers. Nor installing apple devices app instead of iTunes.

The issue is some difference between how windows 10 and 11 operate since it's the only difference.

Currently can't find any similar cases so I have no idea what to do.
