verification failed could not send code to phone number

when i try to log into my apple id in the app store it says it cannot send a code to my number at this time. and it does this when i try to sign in to icloud on web. yet it sent me a code just now to log in to post into this community forum. i have had this account for about a year now and i am constantly logging in and out of it, so why cannot it verify my phone number all of a sudden? i have tried turning my wifi off to log in and still no change.
