How to resolve 'Verification codes cannot be sent' error when signing in to iCloud?

Whenever I try signing in an icloud I created for my client, It's always states “verification codes cannot be sent to this phone number at this time. Please try again” not once or not twice

verification failed could not send code to phone number when i try to log into my apple id in the app store it says it cannot send a code to my number at this time. and it does this when i try to sign in to icloud on web. yet it sent me a code just now to log in to post into this community forum. i have had this account for about a year now and i am constantly logging in and out of it, so why cannot it verify my phone number all of a sudden? i have tried turning my wifi off to log in and still no change.

icloud 2-nd verification Hello I'm having trouble logging into my icloud account. When I enter all the data and want to log in, it always asks me to enter the code that comes to the phone number. Recently I got a message that too many codes were sent to my phone number and I can't log in. Please help

Does the Apple Account have an associated trusted telephone number?
