Unable to change country/region on my Apple ID

For some reason I can’t seem to change my country for my Apple ID. I don’t have any subscriptions or have anything in my account balance so I’m not sure why it wouldn’t let me. I would just really like to be back in my country so I can download things available there.

When I go to change it, the option is gone and when I try to change it on the website, it tells me it cannot be changed at this time. In the last photo although I found the option, you can’t click it as it is grayed out.
