Apple Music “Sync library not enabled”

When I try to turn on sync library I am prompted with the following message “syncing libraries would put you over the song limit. Delete music from this I phone and try again, or delete the other library and replace it with this one” I have no music currently downloaded on this I phone, I am not sure where to go to delete said “music on this I phone” I tried resetting my phone already but no luck.
