I’ve been running wires in existing structures for years.
This using meter-long drill bits, extensible poles, snakes, and am testing a magnetic contraption on the next project.
Hole saws work in gypsum wallboard, if needed. Drill out a plug in the wallboard, route the wiring. Replace the plug, fiberglass mesh and spackle, and paint it.
Using chair rail or wainscoting or baseboard can work too, depending in the decor.
Past a decade or two, every house has its idiosyncrasies. Some more than others. And weird choices. I’ve certainly seen enough plumbing-related weirdness.
But yes, I do much prefer running the wires before the interior finish is installed.
Random comments: running extra wire now is cheaper than not running enough wire later. And preferably run plenum grade cabling and not PVC, if there is a chance of critters around. Critters prefer to munch vinyl.
