Unable to pair my AirPods to my iPhone 13

How do I know if my airpods are out for the count? All I can provide is that they won't connect to my phone and I've had the same problem but it usually connects after a bit. There was a time that it took a lot longer than usual so I pressed forget device and re-paired them just fine, so this time I tried the same thing and it won't even pop up on blue tooth. I know they have charge because they turn green when not on a charger and red when they are charging, but when I try to put them in pairing mode it just turns to no color. Anything helps
