Apple AirPods (2nd Gen) Flashing green and not pairing

Hi Please assist.

I have 2nd gen AirPods. The right stopped working, so I watched a few YouTube videos and they most recommended that I reset them. After I reset them and I also removed them from my 'Bluetooth' and 'Find My' history, they didn't want to pair. I've charged them the whole night and they still don't want to pair. They just flash the green light. When I hold the back button, it just shows the white light and doesn't flash. I've tried to see if other devices can pair with them but they're not even picking up at all. I've already upgraded the software on my iPhone 13, and also reset all the network settings and nothing is happening. I've tried pairing other people's AirPods and my phone connected to them without any issues. I've tried everything I came across and wasn't successful. Please help. Thanks
