Activation Lock Issues

I bought 4 iPhones at a yardsale a while ago, and I fixed them. When I was about to set them up, 3 of the phones had activation lock. I tried everything, but I couldn't contact the original owner of the phones. I don't have the papers of the original purchase or anything, just the three phones (iPhone 5, iPhone SE, iPhone 8). What can I do?
