Activation lock? Bought new phone and it’s locked to owner
Activation locked bought a new phone still locked to owner don’t know the owner so i can’t get a hold of them have no receipt because it was a person I got it off of and I’m stuck guys

The phone is not new if it is locked to another owner.
Return the phone for a refund immediately. Otherwise, rhe phone is completely useless unless you can somehow contact the original owner and convince them to release the lock on the phone.
If you cannot find the owner, turn the phone into the police. It is very likely stolen.
For the future......NEVER.....buy a used phone unless it powers on to the "hello" screen.
Even then, you have no idea what condition the battery might be in, so plan to spend another $80-90 on a new battery.
