iPhone 15 stuck on software update IOS 17.4.1
Cannot set up phone as been on update requested for 4 hours I don’t have a laptop will Apple Store help?

I've have had this issue helping 3 different people the last 2 days, is there a possible server issue?
one was solved by erasing all phone content and settings but the other 2 we could not get past the "requesting update" on an 14 Pro max, 13 mini, and a 15
