iPhone set up failed

I've got an iPhone 14+ that will not set up with an iPad nor my back book pro. At then end of each method I've tried. it gives me an update needs to be performed before iPhone can be updated. I tried with my iPad Air, Mac book pro, and it does not activate nor update the software on the iPhone so Im stuck in limbo unable to use my phone. any ideas???
