Hotspot not working specifically on Apple devices

I have an iPhone 14 Pro Max (iOS 17.3.1), and the hotspot works fine with any device except Apple. I can connect any PC/cellphone from other brands, but it does not connect when I try to connect my iPad Pro 2023 (iPadOS 17.3.1) or MacBook Air M2 (MacOS Sonoma 14.4). On the iPad, it loads forever (the turning circle on the left side of the Hotspot circle does not stop), and on the MacBook, I have the symbol of the gray wifi with a !. Both devices do not have a problem receiving Hotspot wifi from Android. I tried everything listed in this article (including resetting all my network settings, which made me lose all my passwords), but nothing was effective. I tried forgetting the network and trying to reconnect, but it was not effective. The problem has persisted across multiple iOS and Sonoma updates since it began about four months ago. The only insight I have is that when I click "details" on the Hotspot, it mentions "no IP address" under my iPhone's name. I am exhausted on trying to solve this problem on my on and any help would be greatly appreciated.
