Paid app was offloaded and cannot be restored

My iPad 7 was bought in 2020 and as I was little back then my dad created my iCloud account and entered following data:

  • my old phone number that i lost access to in 2022
  • the email address that was created just for this iCloud account and was never used anywhere else
  • the card data that is no longer in use

In 2023, I changed iCloud account on iPad to another one because I had on my new iPhone. I entered new relevant information and everything worked perfectly. 

There are only 32GB of storage on my iPad which is why I enabled the "Offload Unused Apps" function. As it was said in Offload Unused apps - Apple Community, the apps offload automatically after 12 days of not using it:

“when an app remains in your device unused for more than 12 days the app is offloaded automatically but the App data remains”

Right after I got my iPad in 2020, my parents paid for the ProCreate app which costed 3,990 tenge. I use this app almost every day. 

On January 19th this year (a week ago), I used ProCreate in the morning for about 30 minutes. Then after approximately 1.5 hours I was going to open ProCreate again, but found out that the app was offloaded. I didn't give my consent to offloading the app. 

I tried to install the app again and was asked to enter the password for my old iCloud account because ProCreate was installed on it. I didn't remember the passcode so I tried entering it several times hoping that I would enter the correct one. 

After several fails I decided to get home, find the piece of paper where I wrote down my password and enter it. I found the correct password and entered it but I was asked to enter additional information like phone number, email address, and card information to verify my account. I couldn't verify my account and start the recovery because of an error. 

On ProCreate, there were many unfinished artworks, including a whole chapter of a web comic. None of them were saved to files ot gallery. 

I tried contacting Apple:

  • In the Apple Support app, I didn't find any helpful information
  • I didn't find the contact number of my country
  • The Apple Service Support Center in my city is located very far away from home, I will have to go there if I will not be able to solve my problem online

I want to restore all my app data without paying for it again because it's almost twice more expensive now (6,990 tenge). I would appreciate any help

apps are tied to the appleID


if it was me then I would open app store on the ipad


then I would click on the appleID portrait in the upper right corner of the screen


then I would click on purchased


then I would click on my purchases


then I would click on not on this ipad


and look for the app on the list


if it's not there then you will need the assistance of apple
