I'm using MacBook Pro (16-inch, 2019) and running Sonoma 14.2.1 (23C71).
I selected Dark Mode in system preferences but only the menu bar turned dark.
Finder windows, Safari, etc remained unchanged (i.e light mode).
What could be the problem?

I Compared it to my MacBook Pro (13-inch, 2019) which also running Sonoma 14.2.1 (23C71), when i selected Dark Mode, System Setting and Finder Window can turn into dark.
But Can't do that with my 16 Inch MacBook Pro....

Not all Application interfaces change with Dark mode...
