Darkmode Issues in Ventura 13.1

Hi,

on my Macbook Pro 13 2021 M1 is not working dark mode correctly. If I switch to darkmode in system prefereces, in apps, where is checked Dark Theme Support: "According to System Preferences" - is still light mode.

DarkMode is never working in Mail, iMessages, Notes, Tasks.. its only in System Preferences and Finder.

I Tried factory reset and after that I have restored from TM and the issue is still there.

Can you tell me something, what can fix it?
