Blocked, but one green message a day says “says sent as text message”

I’ve been blocked by someone who also has an iPhone. Everyday there’s a green send button, so I know I’m blocked. But, once a day that send button will be blue, and I can send a text that comes up first in a blue bubble, then goes green but will say “sent as text message”. Then I can’t send another. Questions are: A: did it go through? B: Am I blocked or muted? C: was I unblocked, then blocked again by the recipient when I sent a text? D: Is it some kind of daily thing Apple iPhones do or a glitch?

Its usually between 10am and later.
