I got an Apple Watch series 9 which will not pair with iPhone X running iOS 16.7.4. The iPhone X cannot be updated any further, it seems. Apple Watch 9 will only pair with iPhone 11 or newer, running iOS 17. What are my options?

Sorry, there are no options besides upgrading your iPhone to one that is compatible with iOS 17. Those iPhones are compatible with iOS 17: iPhone models compatible with iOS 17 - Apple Support.
If you decide to go the used/refurbished route, make sure to buy from a reputable source to make sure the iPhone is not in activation lock. If the iPhone is locked, there'll be nothing you can do except getting reimbursed. Make sure the supplier has a good return policy.
