Apple watch 7 won't pair with iPhone 6s plus with iOS 15.7.3. - Gives message that iPhone iOS is out of date, but phone states it is up to date.
Unfortunately you need a newer phone.

Apple support specifications for series 7 watch state:
“Apple Watch requires an iPhone 6s or later with the latest iOS version.”
I have both 6s Plus with latest iOS version.
That only applies to units running an OS version below 9.0.

I believe Watch 7 uses OS 8?
Not if it updates to OS 9
