Swipe Up to Upgrade

My iphone 13 Pro Max, 256gb has been having issues. I was alerted that storage was low. I did have alot of pictures, over 5000. The phone said pictures were using over 204gb of space. I deleted over 3000 images, videos, etc. Phone still said over 204gb was used by pictures. Couldn't upgrade iOS. Got it so that I could update iOS in iTunes. Tried that, it seemed like it was almost finished and got an "unknown error" message that the update could not be completed.

When i tried to access my phone, it was a solid white screen with the words "swipe up to upgrade" across the bottom. If i swipe up it asks for a passcode, but my passcode doesnt work. I've tried resetting with the volume and side buttons, it gets back to an apple screen but then goes right back to the white screen.

I should add that I am using a windows computer and that, at first, my laptop recognized the phone and so did itunes. Now they do not.
