siri will not respond when iphone is ringing

Siri responds normally in all circumstances except for one very important one. I am trying to do a hands free answer of the iphone. I cannot get siri to answer once the phone call starts to come in and the phone is ringing. I have checked and double checked all the obvious settings such as Siri and Hey Sire turned on and Announce Calls = Always. Siri does announce the call but does not respond to Hey Siri answer call or any other variant of that. iphone 15 pro max with ios 17.2.1
