Was there any notification from Apple regarding the most recent monthly price increase from $6.99 to $9.99? I don't recall anything from them about this.

Apple sent notifications by email to the Apple IDs email address of Apple TV+ subscribers.
Though, per the terms of service you agree to when subscribing, price is subject to change without prior notification. You are free to cancel at any time and request a refund.
