I am unable to receive calls from unknown callers. The option is set to off for block unknown callers so I don’t know why people are being sent straight to voicemail.

I finally fixed it! I just realized the AT&T ActiveArmor app was sending everyone to voicemail. So I deleted my account on there and redid it. Now it’s working.

Nope. Call forwarding is off and it’s not restricted.
I deleted the active armor app from my phone within the last two months because I was missing too many calls, but I still having missed calls going straight to voicemail. Wondering if you or anyone else has had that problem? thank you.
As the above article suggests, might you have Call Forwarding on? Or might the iPhone be restricted?
