when my phone is on focus mode, it rings on the caller instead of showing user busy
While on focus mode, when someone is calling me, it is supposed to show user busy on their phone, but now it rings, and they think I’m not taking my calls

Are you sure that is the action? I've never seen it where the phone shows busy when I have Focus turned on. The only different action I've seen is in Messages where it will show if you have Notifications silenced while Focus is turned on. The call just rings and goes to voicemail.
