iPhone with focus allow call only from Contacts will allow any calls

I want to use a Focus on my phone that is limiting the calls to only be allowed from Contacts. When I have the focus on, I still get calls from any random number that comes through to the phone. The only way to limit non contact is to turn on the Silence Unknow Calls, however I would like the Focus to replace that function. It seems that this should work but any phone number that calls will get through.

Is this broken and Apple is not fixing it? Thanks!
