when my phone is on focus mode, it rings on the caller instead of showing user busy

While on focus mode, when someone is calling me, it is supposed to show user busy on their phone, but now it rings, and they think I’m not taking my calls

iPhone with focus allow call only from Contacts will allow any calls I want to use a Focus on my phone that is limiting the calls to only be allowed from Contacts. When I have the focus on, I still get calls from any random number that comes through to the phone. The only way to limit non contact is to turn on the Silence Unknow Calls, however I would like the Focus to replace that function. It seems that this should work but any phone number that calls will get through. Is this broken and Apple is not fixing it? Thanks!

Focus and phone not get calls I have never used focus and yet it is grayed out like it is across my two iPhones and iPad. But nothing is active. Nothing is active or toggled on in my iCloud account setting with my Apple ID. AT&T staff can’t fix the problem. All my calls go directly to voicemail without my phone ever ringing and I show no missed calls. What else can be done? I’ve tried everything I could find online or with phone store staff. It making me job (work) difficult. Much less personal calls. Help please.

Are you sure that is the action? I've never seen it where the phone shows busy when I have Focus turned on. The only different action I've seen is in Messages where it will show if you have Notifications silenced while Focus is turned on. The call just rings and goes to voicemail.
