I have set a Custom Voicemail and saved dit…but when I close settings the iPhone reverts back to Default setting..
I had this problem with my iPhone SE 17.5. For the last 4 hours I have read and watched and tried everything (other than Reset Network Settings) to no avail. Then I came across a random post where someone said "turn off Live Voicemail". So I found it in Phone, turned it off, turned the phone off and on again and my custom greeting is working.

The voicemail settings are controlled by your carrier, so contact your carrier.
My 11 Pro Max iPhone has a problem with voicemail, Will not stay on Custom setting reverts to Default setting upon closing settings? closing?
