Custom Voicemail iphone 10 XR not working

Want to use cutom voicemail, save and not working, tried, turning phone on and off, tried resetting voicmail password, wifi on / off etc...tried all of the suggestions and still custom voicemail not working, only default gretting keep coming back ? Please help

such a simple thing to fix is driving me nuts
