Can’t change voicemail back to default

I went to the phone app, went to voicemail, tapped greeting and hit default and then save. But whenever i check to see if it actually saved, it always reverts back to custom and straight up won’t let me change it to default. I’ve been having this issue for awhile.. This is on iphone XR.
