To clarify, are you charging it directly to a power outlet or surge protector? Generally this message is when you try to connect a high power accessory to your iPhone like an external hard drive. Those accessories need their own external power source to work with your iPhone.

Some devices need more power than your iPhone, iPad, or iPod touch can provide. If you connect one of these devices, you might see an alert that says “attached accessory uses too much power." Try one of these steps:
If that is not the case, are you using the USB-C cable it came with? Also, try charging it into a different wall outlet or power brick.
