It says I owe 59$ but when I follow your steps and go to purchase history I can see the transactions and the money I owe but no way of paying it the only option is report but no payment option how can I fix this please and also this I caused my card to fail when downloading apps that are free and also not letting me use my card for online purchases

You need to add a verified payment method or enough Apple Account balance to your account, and any pending charges should then automatically be charged to it.

About that I also added about 5 dollars to my account to see if it would go to the owed payment but I didn’t and is just sitting in my account that’s why I’m not sure of putting all 59$ because what if it doesn’t go towards the owed money
I believe it needs the entire amount. It won't do partial charges.
