Apple Watch voice memos not showing on my iphone

I can’t get my Apple Watch voice memos to appear on my iPhone. It will not sync between devices and I just lost 109 voice memos because my Apple Watch was unpaired. Before anyone else tells me to make sure that voice memos is “toggled on” in my settings on my iPhone, that is the first thing every person and website says to check. This has been checked, toggled off and toggled back on.

I have reset my Apple Watch, unpaired and re-paired it, I have it signed in to the same WiFi as my iphone, the Apple ID signed into the watch is the one on my iphone as well, and I made sure to restore from backup when pairing it back to the iPhone. Nothing I have tried has helped. I need to ensure that when using again for recordings that they sync to my phone. iCloud was also checked and there isn’t even a voice memo icon showing in the iCloud.

I’m so frustrated. I need help.
