iWatch Voice Memo does not turn off. Have to turn watch off

After finding out that Voice mail doesn't work unless force quitting watch. I can't turn off the memo without turning off the iWatch again. Occasionally, the recording actually goes to my iPhone, about 1 in 10 recordings. doesn't Apple ever fix the MANY problems that are highlighted in this community forum? I've been an Apple user since the Apple 1. Wish it was easy (and cheap) to go to a new platform.
