How to locate ICloud Photos on your iPad?
on my iPad it says that my photo are back up on ICloud Photos. How can I see those photos.

If you have enabled iCloud photos from iPad settings, your photos will be synchronised with iCloud:
Settings > [Your Name / AppleID] > iCloud > Photos > Sync This iPad - set to ON
When enabled, your Photo Library can be accessed using the Photos App on your iPad, or using a web browser and signing-in to iCloud:
When Photos in iCloud has been enabled, you Photos will not be included in your iCloud backup.
If you have not enabled Photos in iCloud, your iPad's Photo Library will be included within an iCloud backup of your iPad - unless you have explicitly/deliberately excluded the Library from the backup. You should note that an iCloud backup is used to restore the contents to the iPad if needed - and cannot be "browsed" for individual files or photos.
