I logged out of Icloud and lost photo's on my phone. I logged back in to Icloud hoping they would come back, but I can't find them anywhere, not on my Iphone and not in Icloud, also not in the recently deleted album. Does someone know how I can get them back?

Your iCloud Photos are synchronized when your iPhone is connected to Wi-Fi.
Also, make sure iCloud Photos is enabled on your iPhone. Go to:
Settings → Apple ID → iCloud → Photos → enable Sync this iPhone
