Read receipts keep turning off on own
I have an Iphone 14 promax. I have my read receipts manually turned on in the imessage convo's between my husband's iphone and they randonly keep turning themselves off.

It sounds like you're having trouble with read receipts. We can help.
Keeping in mind that this feature needs to be enabled on your husbands phone to show you when he has read your messages, and enabled on yours for him to see when you read his messages, if you're noticing this feature not working the first thing you'll want to do is make sure both devices are on the latest iOS software.
Currently the latest version is iOS 17.0.3 for iPhone XS and later (including your iPhone 14 Pro Max), and iOS 16.7.1 for iPhone 8 and later, since it isn't clear which model iPhone your husband uses.
