Read receipts even with it toggled off

My Read Receipts have ALWAYS been turned off. Two days ago my husband notified me he can see when I have read the texts (as if Read Receipts are on). I went into Settings> Messages and the Read Receipts are off on all of my devices. I checked with a few friends and they all see it now. They are also off for that individual contact yet they can still see them. I have the IPhone 13 Pro Max and all software is up to date with 15.6

I have reset all devices multiple times. Why is this happening and how do I fix it?
