Read receipts working for everyone that has them on except wife’s phone. Everything is in on both phones, she can see my read receipts, and when she opens them on her iPad they show read but only the phone will not show read receipts. We’ve removed the iPad, logged out of iCloud, reset phones to factory, reset network settings, checked read receipts on both ends and everything is right. Any clues?

Are you and your wife sharing an Apple Account? If so, stop doing that immediately.

Sorry, Her phone is sending read receipts to everyone except me. We’ve gone through both phones and spent an hour on the phone with apple support to no prevail.
I get them from everyone else, everyone gets mine including her. And everyone else can see her read receipts except for me.
No we’re not.
