how to auto reopen tabs in safari profiles

I like all previously open tabs to reopen when I restart browser and that is how I have setup safari settings. However that is messed up after setting profiles. I was expecting that the tabs open in specific profiles reopen when I open that safari profile.

Say I have work and personal profiles and they both have separate sites open in multiple tabs. To save energy or improve performance I close the work profile window. Later when I want to work again, I reopen work profile. What happens is that it opens a blank profile page. I can restore from History reopen last closed tabs, but that extra clicks and I end up having 2 windows for the work profile - 1 empty and 1 with the previous tabs.

Clearly not a good UX and something seems to be missing.
