Emergency Alert can't be silenced

Emergency Alert on 10/4 set off an alert on my dad's iPad that can't be shut up. His iPad is not connected to cell service only WiFi. about every 2 minutes the alert will come on for about 10 seconds and then stops until next time 2 minutes later. I cannot find a way to turn it off. there is no visual notification on the screen when this happens. Unfortunately he lives in another state so I direct him over the phone. His iPad also does not respond to a shutdown command. If anyone has and ideas on this problem I would welcome it.

iPad, iPadOS 16

Try a forced restart of the iPad - as this will often clear an isolated software issue:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
